course of action:

  1. elect a moderator and a minute taker
  2. everyone quickly introduces themselves
  3. we decide current membership proposals
  4. we hear reports and announcements
  5. we discuss and decide collected proposals
  6. lastly we make left-over announcements and give ideas for the next plenum

Decisions are based on consensus, but only members can give a veto and stop the process.
